How Latvia plans to finish its part of Rail Baltica

By 2030, a railway connection should link Estonia’s capital, Tallinn, with Warsaw in Poland. On paper, that sounds straightforward enough. In reality, the weakest point in the Rail Baltica project now appears to be the Latvian section, where chaotic project management helped create a situation in which the money has effectively run out.
Time is not exactly abundant either. The deadline is moving closer, confidence is fading and the usual official optimism is beginning to sound thinner by the month.
So, naturally, someone with a sense of humour has offered a solution: a budget version of the railway.
